bd Systems provides superior
acquisition support expertise and synergy derived from
several years of direct support to the Air Force Space and
Missile Systems Center, Acquisition Support Division (SMC/AXD),
the SMC Acquisition Support Team now imbedded in the SMC
Acquisition Center of Excellence (ACE). The Acquisition
Center of Excellence program at SMC represents a corporate
commitment to revolutionizing the SMC acquisition processes
to ensure affordable, high performance space systems. By
researching and employing advanced technology, best business
practices, leading edge facilitation and training, and
real-time access to integrated major electronic information
systems, the bd Systems staff is contributing to reducing
total costs and acquisition cycle times associated with
space systems acquisition.
Our experienced staff is currently
facilitating SMC SPO’s perform Requirements Analysis and
Risk Analysis Workshops using Groupsystems and other
software tools. We have extensive experience in operating
and maintaining the SMC Electronic Source Selection Facility
(ESSF), including providing help in developing and providing
source selection training (including the conduct of mock
Source Selection exercises) for the SMC staff members
selected to serve on both major and less than major source
selections.
We also manage the Acquisition Support
Operations Center (ASOC) that provides a collaborative work
environment for SMC Integrated Product Teams (IPTs) to
perform acquisition development tasks, utilizing the latest
acquisition related tools, state-of-the-art equipment, and
base-standard commercial software. The ASOC is used the by
SMC staff agencies and SPOs to train new acquisition staff
members, develop acquisition strategies, perform market
research, build RFP’s, acquisition planning documents,
etc. Our on site staff is fully knowledgeable of all the
software tools available in the ASOC including those
currently used in AXD Workshops; many of which bd Systems
helped to develop. The ASOC also uses Ventana GroupSystems
meeting software to facilitate and help the SMC staff
conduct productive meetings.
Among the several tools developed by bd Systems to
support the SMC acquisition mission is the Pre-Award Toolkit
(a web based set of templates and guides) and the Electronic
Source Selection Tool (ESST). The ESST has been used on all
major source selections performed at SMC over the past six
years. The bd Team is made up of former government
acquisition and contracts managers with experience in the
Air Force acquisition community, many also served as program
managers at SMC
